what is the program?

The proposed intervention recognizes that while progress has been made in securing Certificates of Ancestral Domain Title (CADTs), a significant number of ancestral and land claims remain unresolved and continue to face varying stages of administrative, legal, and institutional processes.

 

Under the EPIC SEED initiative, the project aims to support indigenous peoples’ and peasants’ organizations in Central Luzon and Northern Palawan in advancing their land tenure rights. This includes facilitating the completion of targeted CADT applications and supporting the processing of Certificates of Land Ownership Awards (CLOAs) for identified landholdings.

 

To date, some CADTs have been successfully awarded, demonstrating partial gains in the recognition of ancestral domains. However, progress on CLOA applications remains limited, indicating the need for sustained support to accelerate land distribution and tenure security processes.

 

In addition, the SUPPORT TO LEAD component of the project seeks to strengthen the documentation and defense of selected land rights struggles. This will be undertaken in close collaboration with indigenous peoples’ and peasants’ organizations in Central Luzon and Northern Palawan, to build evidence-based advocacy and strengthen claims processes.

KEY COMPONENTS

LAND TENURE IMPROVEMENT

The goal of land tenure improvement is composed of two major reform areas:

  1. Agrarian Reform focused on agricultural lands under CARP
  2. Ancestral Domain Lands under the IPRA

 

ECONOMIC SUPPORT SERVICES

Simply giving farmers and indigenous peoples land is not enough. They must have economic programs in order for them to have greater control over their land and their means of production.

SOCIAL INFRASTRUCTURE BUILDING

The farmers and indigenous peoples also require a foundation by which they could not only survive, but thrive. These programs include:

  1. Institutional Building for Leaders
  2. Scholarships
  3. Non-Formal Education
